Ryan Wibberley, AIF®

Ryan Wibberley founded the firm in 1999 and has worked extensively in the field of financial management since 1993.

Ryan has been honored as one of Bloomberg's Wealth Manager's Magazine Top Miracle Growers and is a well-known expert in the matters affecting retirees and pre-retirees. He has been invited to speak to the employees of several Fortune 500 companies, U.S. Government Agencies and Local Government Agencies in the District of Columbia, Maryland and Virginia.  He appears regularly in the Washington Post and other national publications.

Ryan graduated from Towson University in Baltimore, Maryland with a Bachelor of Science degree in Economics. He has earned the Accredited Investment Fiduciary® professional designation, awarded by the Center for Fiduciary Studies, which is associated with the Joseph M. Katz Graduate School of Business, at the University of Pittsburgh. He holds FINRA Series 7, 63, 65 and 24 securities registrations as a Registered Representative and Investment Adviser Representative of Commonwealth Financial Network. He has been an active member of the Financial Planning Association since 2004 and a member of the Financial Services Institute since 2006.

Ryan lives in North Potomac, Maryland with his wife and two daughters. He enjoys playing tennis, surfing and spending time with family and friends.


Michael B. Fein, AIF®

As the managing partner of the Owings Mills office of CIC Wealth Management Group, Michael is focused on helping you pursue your investment related goals. He and his associates work directly with you to develop a financial road map/financial blueprint, while taking time to truly understand your goals and dreams. Behind the scenes, our team will work diligently, in a constant effort, to ensure your portfolio keeps up with your goals. By using our “Advance & Protect” portfolio management philosophy, we have, and continue to address a “sell discipline” strategy using our proprietary methodology. Our research includes Fundamental, Qualitative, Quantitative, and Technical Analysis with the emphasis on a “sell discipline.”

Michael was formerly an advisor with Harvest Investment Consultants, where he was responsible for managing personal portfolios and retirement plans individually valued in excess of $30 million dollars. In 2002, Michael joined CIC, and since that time, the firm has been recognized nationally and has also been featured in several local publications. Michael has been invited to speak by representatives of Fortune 500 companies and independent investment and trade organizations all over the area. He has been quoted in local, regional, and national publications.

Michael earned his BS degree in Economics & Finance from Towson University. While there on scholarship as a Division 1 tennis player, over consecutive years he was the recipient of the distinct honor of Scholar Athlete, as well as Most Valuable Player.

In January 2006, Michael earned the professional designation of Accredited Investment Fiduciary® awarded by the Center of Fiduciary Studies, which is associated with the Joseph M. Katz Graduate School, University of Pittsburgh. Michael has recently earned the accreditation of Certified Fund Specialist (CFS), the oldest mutual fund designation in the country. Michael is currently enrolled in the American College 3-year program for the Chartered Financial Consultant (CHFC). He holds FINRA Series 7 and 66 securities registrations as a Registered Representative and Investment Adviser Representative of Commonwealth Financial Network®, as well as insurance licenses for Life, Disability, Health, and Long-Term Care in Maryland, Pennsylvania, and New Jersey. Michael is also a member of the Financial Planning Association and the Center of Fiduciary Studies.

Born and raised in the New York/New Jersey area, Michael has called Maryland home since 1990. He resides in Reisterstown, Maryland, with his wife and their three children.


Satish B. Survanshi, CFP®

As Managing Director - Wealth Management at CIC Wealth Management, Mr. Survanshi specializes in working with individuals and businesses to develop and implement comprehensive investment programs and retirement plans. He joined CIC Wealth in 2010 as a Registered Representative of Commonwealth Financial Network. He successfully completed the comprehensive financial planning course from the College of Financial Planning in 1984 and received the certification of CERTIFIED FINANCIAL PLANNER™, which he has continuously maintained since then. In addition, he completed the Advanced Retirement Planning course from the College for Financial Planning.

Prior to joining CIC Wealth, he was Vice President - Wealth Management at Morgan Stanley Smith Barney in Washington, DC. Prior to Morgan Stanley Smith Barney he was a Senior Associate with Booz, Allen & Hamilton, where he directed government and industry projects involving various technical, regulatory and financial issues.

Mr. Survanshi received his M.S. in Mechanical Engineering from Massachusetts Institute of Technology in 1971, where he also completed courses in finance from the Sloan School of Management. He is a 1969 graduate of Pune University.

Mr. Survanshi and his wife Shalini are proud parents of two children and have a brand new grandson. Mr. Survanshi has served on the boards of many community organizations including the MIT Alumni Association of Washington, D.C., the National Association of Americans of Asian Indian Descent (NAAAID), the India Cultural Coordination Committee, and Marathi Kala Mandal. He is a frequent speaker on financial and investment topics. He loves hiking, tennis, golf and skiing.


Timothy SchoefflerTimothy Schoeffler

Tim joined CIC Wealth Management Group in March 2010. He has over thirty years of investment management and planning experience and he works in our Gaithersburg office.

Tim started his career in 1979 at Merrill Lynch in New York City, where he was an equity research specialist. He joined EF Hutton in 1982 as the National Product Coordinator, for the Hutton mutual fund group. In 1988 he moved to Oppenheimer Funds as the Mid-Atlantic's Regional Vice President, working out of the Washington DC area, and covering Maryland, Washington DC, Virginia and West Virginia. His role was to educate financial advisors on Oppenheimer's products and services. He spent 12 years at Oppenheimer, where he was awarded the Spiro Award in 1994; an internal annual award given to those who significantly contribute to the mission of the firm. After Oppenheimer, he joined GE Financial, which subsequently became known as Genworth, and he specialized in developing retirement income plans for clients. He worked for a couple of years at Allianz, positioning their retirement income strategies as well. In 2007, he joined Curian Capital, an innovative Registered Investment Advisor out of Denver, Colorado. Curian is a subsidiary of Jackson National Life Insurance Company.

From 1992-94, he attended the University of Pennsylvania Wharton School's Securities Industry institute. He recently finished Georgetown University's Executive Certificate in Financial Planning program and will sit for his CFP® Exam this July.

Tim holds a FINRA Series 7, 63 and 65 securities registration and is a registered representative and investment adviser representative with and offers securities through Commonwealth Financial Network, member of FINRA/SIPC, a registered investment adviser. He is life and health insurance licensed in Washington DC, Maryland, Delaware and Virginia.

Tim graduated from Colgate University in Hamilton, New York with a BA in History. He is a past president of Colgate's Washington President's Club. He also had attended Tulane University in New Orleans and he graduated high school from Deerfield Academy in Deerfield, Massachusetts.

Tim has lived in the Washington area for 26 years and has renovated four historical homes and is currently living in his most recent project, in the DuPont Circle area of the District of Columbia. In his spare time, Tim enjoys travelling, skiing and reading, especially in the areas of history and politics.


Frank Cappadora, Jr., AIF®, CRPC®

Frank, Associate Partner and Vice President of Portfolio Management/Operations for CIC Wealth Management Group is responsible for investment research and analysis as well as client portfolio designs. In addition, Frank coordinates all 401(k) employee enrollment meetings and plan participant communications.

As a former employee of Harvest Investment Consultants, LLC, Frank managed financial portfolios as an Investment Advisor and a Retirement Planning Specialist. Prior to this, Frank was employed with VALIC, an American General Company where he began as an Analyst and later became a Retirement Planning Specialist working primarily with high net worth clients nearing or already enjoying retirement.

Frank earned a Bachelor of Science degree in Business with a concentration in Finance from Towson University. He has earned the Accredited Investment Fiduciary® professional designation, awarded by the Center of Fiduciary Studies, which is associated with the University of Pittsburgh. He has received formal training in investment fiduciary responsibility. He is a Chartered Retirement Planning Counselor having earned the CRPC® professional designation. Frank holds FINRA Series 7, 63 and 65 securities registrations as a Registered Representative and Investment Adviser Representative of Commonwealth Financial Network. He also holds Maryland Life and Health Insurance licenses.

Frank, a resident of Carroll County, Maryland for the past 30 years resides with his wife and daughter. He is an active member of his church and community and enjoys coaching his daughter's soccer and softball teams in his spare time.


Jodi Smith, MBA

Jodi joined the Owings Mills office of CIC Wealth Management Group as Office Manager in 2006. Jodi is responsible for all administrative functions and internal procedures. She manages the paperwork process, handles compliance issues, oversees document integrity, and coordinates special events and client meetings.

Jodi graduated from Towson University with a Bachelor of Science degree in Business Administration with a concentration in Marketing. She earned an MBA from the University of Baltimore. Jodi spent many years as a Marketing Manager with Corporate Express where she worked directly with the sales team in an effort to generate business.

Jodi resides in Howard County with her two children.


Jaimee Wibberley
Director of Client Events

Jaimee joined our firm in the fall of 2007 after taking time off to raise her two children. She is responsible for coordinating and planning all client events, and helping the team deliver extraordinary client service.

Jaimee graduated from Indiana University with a BS in Communications and a focus on television production. She began her career as a technician at C-SPAN in Washington, DC, and quickly moved over to the assignment desk. As the Logistical Supervisor, Jaimee was responsible for organizing coverage of all political events outside the Washington, DC area. These included international events as well as the Democratic and Republican Presidential Conventions.

Jaimee now lives in North Potomac with her husband, Ryan and their two daughters. She is the President of the Parents Committee at her younger daughter's school. She enjoys working out, traveling and spending time with her family.
